Hon’ble Mr. Justice G. Raghuram is a distinguished legal expert renowned for his deep expertise in constitutional law. He notably represented the State of Andhra Pradesh in a significant interstate water disputes case related to the Krishna River, including in the Supreme Court of India.

Justice Raghuram embarked on his legal career by enrolling as an Advocate in 1979. He honed his legal skills while working under the guidance of Shri V. Venkataramanaiah, a former Advocate General of Andhra Pradesh. Over the years, he amassed extensive experience across various legal domains, with a particular focus on constitutional law and service matters. His excellence in the legal field was duly recognized when he was designated as a senior advocate by the High Court of Andhra Pradesh in 1995. 

As a senior advocate, Justice Raghuram represented diverse entities, including the Government of India, the State of Andhra Pradesh, Central University in Hyderabad, and prominent universities such as Osmania and Kakatiya. He also provided legal counsel to various financial institutions, including the State Bank of India. 

In May 1999, he was appointed as an Additional Judge of the High Court of Andhra Pradesh; and, in April 2000, as a permanent Judge of that Court, where he continued to contribute his legal expertise, till his retirement in March, 2013. Justice Raghuram was then appointed as the President of the Central Excise and Service Tax Appellate Tribunal in 2013, holding this esteemed position for three years. 

In August 2016, Justice Raghuram assumed the prestigious role of Director at the National Judicial Academy, the first judge to be so appointed, all earlier Directors of the NJA were academics. During his tenure of near five years at the NJA, the Academy expanded its judicial education and training horizons providing training for judicial officers of several countries including Sri Lanka, Egypt and Bangladesh; and entering into tie-up with the Federal Judicial Center, Washington, USA and the SVP National Police Academy, Hyderabad.
